Enables ornithine decarboxylase activity and protein homodimerization activity. Involved in putrescine biosynthetic process from ornithine and regulation of protein catabolic process. Acts upstream of or within kidney development and positive regulation of cell population proliferation. Located in cytosol. Is expressed in several structures, including alimentary system; cardiovascular system; genitourinary system; nervous system; and sensory organ. Used to study atrichia with papular lesions.
